Thanks for getting in touch and it's unlikely we would make this part of our standard builds anytime soon as there are currently no official builds of ARM PHP for Windows. If you reach out via support.ioncube.com then we would be interested to hear what you are doing with Windows ARM that requires the Loader and we can assess your requirements further.
